[Received November 20, 1 a.m.] London, November 17 V Since the passing of the second'" of Mr Gladstone's new procedure rules on Wednesday evening' move' rapid progress has been made in the House. During yesterday's sittings the third, fourth, and fifth rules relating to debatep on motions for adjournment, divisions, and irrelevancy or repetition, were carried. A disastrous fire,' occured to-day at Messrs, Whiteley's well known shop, Westbourne Grove. The damage is estimated at £1 00,000.
London, November 18. Her Majesty the Queen reviewed all the troops which have returned from Egypt at the Horse Guards to-day. The various regiments afterwards marched through Piccadilly and Whitehall, receiving an ovation from an immense concourse of people assembled along the route. Sir Stafford Northcote started to-day on a health cruise to the South of Europe, and expects to be absent from England for two months. A report is current to-day that the cargo of frozen mutton, per the Marsala, which left Dunedin on the 22nd September last, was jettisoned near Java, owing to the refrigerating machinery having broken down. The Peninsular and Oriental Steam Navigation Company has declared a dividend of 3£ per cent, for the last halfyear, together with a bonus of 2 per cent. The trial of another of the prisoners concerned in the murder of the Joyce family at Maantiasna, County Galway, in August last, was concluded to-day, a verdict of guilty being returned by the jury, and sentence of death was passed upon the prisoner.
Alexandria, November 17. ' The Egyptian Commission for the prosecution of Arabi and the other rebels lias conceded the point at issue, regarding the legal procedure at the trial, and counsel for the defence commenced" the re-examination of witnesses to-day.
Constantin'oplk, November 17. In spite of the assurances given by the English Government, the Porte has opened further parleying regarding the despatch of a Turkish Commissioner to Jfyjypt, and has notified the British Charge d' Affairs at Constantinople that it insists upon sending a Commissioner.
