Mr Dillons Retirement.— Piracy in China.-Floods in Italy.—Reported Trouble in the Transvaal. London, September 23. Mr Dillon, M.P., has issued a manifesto, announcing his retirement on the ground of continued ill health. In consequence of the prevalence of piracy in the Chinese seas, the English Admiralty is arming a number of mercantile cruisers. Six arc being prepared at Bombay, and six in Hongkong. Floods in Italy have destroyed State property to the valne of twenty-five million francs. A number of powerful native chiefs in the Transvaal threaten to commence a War against the Boers, in order to force the English Government to re-annex the country.
