A New French Ministry Formed, London, August 8. A new French Ministry has been formed as follows :— M. Duclerc, Premier and Minister for Foreign Affairs ; Dallieres, Interior ; M. Tirard, Finance ; M. Devast, Justice, M. Deware, Education ; and M. Le Grand, Commerce. The portfolio of Works and other offices remain, unchanged. The new Ministry is uuundoubtedly decidedly a Garabettish ono, and is considered to bo merely a makeshift.
The Arrears of Rent Bill. There are indications of ' the Marqui3 of Salisbury being induced, to agree to some compromise in regard to the Irish Arrears Bill.
