Alexandria, July 3 It has transpired that Arabi Pasha, as Minister of War, has made a proposal to the Council of Ministers that a levy m masse should forthwith be made, for the purpose of increasing the defensive force of Egypt. The work of fortifying this city is now being actively proceeded with by the Egyptian authorities.
