LBGISLATI COUNCIL.

Thursday. Sir G. Whitmohb moved for a return of all contracts chargeable out of loan signed by the Government between Oct. 7th, 1879, and March 31st, 18S2, with a view to showing that the Grey Government had not anticipated the £5,000,000 to the extent that had been stated. The motion was carried. The Indemnity Bill was read a third time. On the motion for the third reading of the Peace Preservation Bill, on a division, Captain Fraser and Mr Mantell voted against it, to 24 for it. Yestbkday. The Council met at 3.30, but immediately adjourned till four, to enable members to taken leave of Governor. On resuming, the Trade Marks Act Amendment Bill, and the Waikato Confiscated Land Bill were read a second time. On the motion to go into Committee on the Auckland Harbour Board Bill, Mr Wilson said the Council had determined to put the rating clauses in all borrowing bills, and also to provide for a poll of ratepayers before a loan was raised, and the principle should not be departed from in this case, more especially as the Otago Harbour Board also had a Bill, and would expect the same favor. Dr Pollen and Capt. Fbaser spoke to the same effect, while Mr Williamson, Mr Johnson, and Mr McLean said the resources of the Auckland Board were so large that rating powers were not wanted, and to provide for a poll being taken would be fatal, as the city corporation would not co-operate with the board. Ultimately the debate was adjourned, and the Council rose at 5 p.m.
