The council should be the licensing authority both for publicans' and general licenses, and should have control o£ expenditiue on hospitals and charitable aid, the charges oeing made on a regular scale according to the amount of cost each district has incurred. That there be no bylaws, but a definite code of proceedings, by which all districts should be bounded ; (6.) Yes, but only on peeition of three-fourths of the ratepayers ; (8.) None where road boards are in existence ; (9.) Road Boards only to have the pWer of rating for any purpose, unoccupied lands to be rated double ; (10.) Road Boards should be enabled to exercise all powers, county councilb being simply distributive bodies; 11, Two members should retire each year, the two who received least votes to retire first; 12, No ; 13, Elections should be held at public meetings of ratepayers as under Highways Act, proxies being excluded ; 14, That the valuation for road boards be the same, but the valuers be not appointed by the Government, but by the council, and the column be inserted in the form of rate-book for bringing up arrears, as a check on collectors ; 15, So far as Road Construction Bill, yes ; 16, That the election of road trustees take place in April in place of July|; They approve af public trustees recovering rates from unknown owners, and think that the county council, in all districts where there aie road boards, should have no executive power, being merely a legislative body, the different county works to be carried out by the road districts in which the work is situated, and be paid by the conncil ; that the council should as far as possible supercede the Colonial Secretary for road board business. The Council also received a lepoit of the result of the public meeting at Ohaupo. — The Chairman moved and Cr. Hadfield seconded "That this council is of opinion that the proposal of Government to place lot 330, Ngaioto, undei the Domains Act will not carry out the wishes of the ratepayers, and that it should be under the Reserves Act, and the trustees should be the county conn cillors for the time being." This v.v carried. — The clerk was duectcd to submit the resolution to the Crown Lands, Board before forwaidmg names of poisons nominated for a domain board. This concluded the business, and the council rose.
