[BY 'TELEGRAPH — PRESS ASSOCIATION.] LAGISLATIVE COUNCIL.
Thursday. The Council met at 2 p.m. The Commissioners for the opening of Parliament were : The Speaker (Sir William Fitzherbert), the Hon. Mr Whitaker, and the Hon. Major Richmond, C.B. Having taken their seats the nsual formal announcement was made. The members of the Lower House were then sent for, when 47 attended, headed by Major Campbell (Clerk ot Pai-liament), the Sergeant-at-Arms. and Ministers. The proclamation was then read, the Lower House being directed to elect a Speaker, and present him for His Excellency's approval at noon to-morrow, it being also stated that His Excellency will deliver his opening speech at 2 p.m. Thus ended the proceedings, and the Council adjourned till at 2.10. Only six Councillois besides the Commissioners attended. Neither of the four new members attended to be sworn in, but Mr Oliver was sworn by the Governor during the forenoon.
