HAMILTON, BOROUGH COUNCIL.

Th« adjourned meeting of the council was held on Thursday evening. Present :-r- His Worship the Mayor, * Crs,. Peat, Jojics, Gaudin, Lovett, Tippen and McGarrigle, , , , , I The Mayor moved, pursuant to notice, "That the' council' meetings 'be held in future monthly ; that the whole council form the Works Committeej five to form a quorum; that regular fortnightly meetings of the Works Committee be held for the despatch, of business only, and that the resolution to hold fortnightly meetings '-be revoked." He said the Works Committee had not been working well lately and a chailge of the kincl indicated was necessary. /Phe plan ,he suggested had been adopted in the Auckland City Council and would he was sure be more satisfactory than the present mode. — Cr. Jones seconded the motion p>o forma. — Cr. McGarnigle; moved as!an (amendment "Thatthd ordinary fortnightly meetings be, not rescinded,, and, that fhe Wqrjss Committee ' be ' reconstructed."— The Mayor thought the amendment was a surprise.', <Notice~of such''oughfcH6' > 'have^ been given. — Cr. Peat thought the amendment^ perfectly in order. — The Mayor concurred, but said the matter should, out of courtesy to the absent members, be referred to a full meeting.— Cr. Peat seconded. the amendment. — Cr. Tippen, speaking to the motion, did riot think it prudent to alter the number of meetings. What ' with Domain Board 1 and finance meetings he did not think it practicable to lessen the number of meetings. — Cr. Gaudin was in favor of small committees. — The amendment was then put.and carried, only the Mayor and Cr. Jones voting for the original motion.— Cr. Tippen moved that Crs. McGarrigle, Peat, Lovetti' Jones, 1 and the Mayor form the Wo.rks Committee. — Cr. Lovett seconded. — The , Mayor ; moved.- as an amendment, that the appointment be deferred till next ordinary liieeting. — Cr. Gaudin seconded.— For the amendment there voted only, the mover and seconded and the motion was therefore carried. — Cr. McGarrigle was elected chairman of the Works Committee. The Mayor moved, , in accordance with notice, that lamps be erected outside the Wesleyan, Roman Catholic and Presbyterian Cliurches, to be lighted oil dark Sunday evenings, and also at the Public Hall, to be lighted when inquired.— Cr., Jones asked why the English Church had not been included. — The ,Mayor said there existed a lamp at S. ' Peter's, and he was quite willing to include it in the motion. — Cr. Gaudin asked the Maydr if he would include - the Masonic, Good Templars,' and Oddfellows' Halls^ in the motion. — The ' Mayor said the halls of' the' Masons, Orangemen, Oddfellows, and Good Templars, belonged to private sections of the community,- afa'd he certainly would not include them in his motion. He desired to know,, if anyone would second the motion. — Cr.- Tippen said he did not' think anybody would < — Q]he< Mayor said he had never been guilty o^f gratuitously insulting any. member of that council, and he. would not submit to be insulted by any member.- He would not accept Cr. Tippen as the mouthpiece of council. — The motion was not seconded and lapsed. ' Mr T. G, Sandes submitted plans and' specifications for drainage works at Gardiner's Gully— Cr. Lbvett ' was opposed to going on with,, so extensive a work — The Mayor said that had been decided.— Cr. Tippen said he believed the water could be taken another way " for less money. He moved that consideration of the matter be postponed for a fortnight. — Cv. McGarrigle seconded. He had been told that the water could be taken from Grey-street; fop£l5 — TheMayorsaid, after the extraordinary statement made by Cr. McGarrigle,' the council were entitled to some explanation. — Cr. Tippen said the Borough workman had offered to take the water round Wellingtonstreet, past the residence of Col. Lyon for £15 '; and from, 7 his own observation he believed this could be done.— The Mayor said an attempt' of i the kind Avould result in the formation > of another gully. After what had' fallen' from' Cr/ Tippen, he felt inclined to move that Mr Peacock be appointed consulting engineer to the council.— The engineer (Mr Sandes) said j he had examined the ground, and had reported on ( the Wellington-street proposal. , It was impracticable for thd'" very simple^ and sufficient .reason that water could not be got to run up hill. If, 'however, they managed to get the water round, the damage, done to the property ocpupied by CoJ. Lyon wpuld be, in a few months/jncalculable.—Crs. Tipgeh and' McGarrigle botbr-disclaimed" any intention 'of thrOwing'doubts on the engineer's statement, and ultimately it, was r ( esolyed that ten- , ders for the work be invited; to be considered at next ordinary meeting, 'Crs.
