London, March 24. The Daily News to-day- publishes a telegram from the Cape, stating that tffo Basutos are submitting, and freely paying the required taxation to the officials of the Cape Government. A meeting for the purpose of considering the question of the proposed new college of music was held this evening. The Prince of Wales presided, and there were present a large number of distinguished persons resident in England, Earl Kimberley (Secretary of State), Sir Henry Parkes, and the Agents-General for the Colonies. Several of the speakers on the occasion appealed to the colonials to co-operate in the objects of the meeting, and resolutions were passed with the view to the formation of the proposed college. In the House of Commons to-day the motion introduced by Mr C. J. Richie, Conservative member for Tower Hamlecs, on behalf of the " Fair Traders," for the appointment of a Committee of Inquiry into the effects of foreign tariffs on British trade, was after a lengthy debate, negatived on a division. The motion was supported by Sir Stafford Northcote, and other leading Conservatives. Henry Wadsworth Longfellow, poet, aged 76, is dead.

Paris, March 24. Capfc. Burnaby, who recently ascended from England in the balloon Eclipse, has successfully crossed the English Channel, and landed to-day in the neighbourhood of Caen.
