London, March 23. Bank of England the rate of discount to 3 per cent. Capt. Burnaby yesterday ascended in the baloon "Eclipse" fiom the south coast of England with the object of crossing the channel to France. A telegram is to hand this morning showing that he has been successful the baloon having been sighted from Boulogue on the French coast.
Cairo, March 23. A political crisis is believed to be immineut. It is anticipated that Mahomed Boroudi Paslia will resign, and Avill be succeeded by Arabi Pasha the leader of the national party and present Minister for War as the President of the Council of Ministers.
Constantinople, March, 22. Intelligence has reached here that a vessel containing a cargo of dynamite and gunpowder has been seized by the Russian authorities at Kertch, a seaport in the Crimea.
Ottawa, March 23. The Canadian House of Commons has passed a bill legalising marriage with a deceased wife's sister.
Berlin, March 23. A telegram has been received by the Emperor William, from the Czar of Russia conveying the latter's warmest greetings on the occasion of His Majesty's birthday.
Melbourne, Yesterday, The Age to-day asserts the genuineness of the information given yesterday regarding the Russian designs upon the colonies, and publishes documentary evidence in support of Bryants statement. The Aujui> this morning says that the Agc\ information is a palpable hoax, completely fallacious, and that Bryant was employed by Admiral AslambegofF on matters altogether unconnected with Australian defences. The affair causes grat excitement here. Intelligence is to hand that the ship Sobraon bound from Melbourne to London, for whose safety fears were entertained, arrived at Cape Town oil the 3rd hist.
Sydxey, Yesterday. Intelligence to hand says that supplies are now arriving at Mount Brown. The distress amongst the diggers proved to be exaggerated. The supply of water is short, and is really the only great want. The City Council have appointed a committee of Aldermen to enquire into the powers of the Sydney gas companies.
