General Skobeloff's Speech severely criticised by the Czar. St. Petersburg, March 11.
It has transpired that at an audience which General Skobeloff had with the Czar yesterday, His Majesty upbraided the General for his speech to the Servian students at Paris, and stated that such utterances would tend to cause Russia to be derided and hated by other nations, and further have the effect of placing her in an isolated position in Europe.
