St. Petersburg, March 10. General j3kobeloff, who waB ordered to return to this city from London in consequence o! his speech to the Servian students in Paris, has arrived, and had an audience to-day with the Czar. No particulars of the interview have, however, yet transpired.

In the House of Commons, to-day, the motion introduced by Mr Gladstone on the 27th ultimo, setting forth that the projected inquiry by the select committee of the House of Lords into the working of the Irish Land Act was untimely, would defeat the operation of that measure, and prove injurious to good government in Ireland, was carried on a division by 303 to 235. March 10. Roderick McLean, who made an attempt on the life of the Queen on the 2nd inst., was to-day committed for trial on a charge of high treason.

Vienna, March 10. Telegrams are to hand that Herzegovinan insurgents have lately suffered several defeats at different points at the hands of the Austrian troops, and that they are rapidly losing ground and falling back from their position.

At to-day's sitting amendments to the measure were proposed, with the view of admitting skilled Chinese workmen. In the debate the amendments were rejected by a large majority. March 10. At a later period of yesterday's sitting, and after a protracted debate, the Chines« Exclusion Bill was finally passed by the Senate.
