The feeling is very general throughout Europe that war will break out before long, and military preparations continue to be made by nearly all the Powers. The kingdom of Roumania is making great efforts to increase its arms, with the evident intention of taking a leading part in the approaching struggle. The Russian Government has prohibited all public discussion as to its policy at the pi'esent time, and the Press has been warned to abstain from all criticism on the action of the Government. Any violation of these prohibitions will be vigorously dealt with.
