The Panama Canal. London, December 16.
A despatch from the United States Secretary of State to Mr Russell Lowell, Minister to London, on the subject of the projected Panama Canal, is published to* day. Mr Blame dwells m forcible language on the South American interests in the Pacific, and draws attention to the solicitude which has been shown by England to control the route to India via the Suez Canal. He asserted the right of the United States against that of the Euro pean Powers to control the Isthmu3 of Panama, and pointed out that such a control would offer absolutely the neutrality of the canal. The despatch concluded by stating that the claim of America cancelled everything which might be deemed to forbid her fortifying her control of the projected highway between the Atlantic and Pacific.
