The Times to day publishes a paragraph stating that it has received information to the effect that the Indian Government has decided to withdraw the troops now stationed at Chainman and Khojuk Passes, in Southern Affganibtan ; that it is further intended to largely reduce the garrison at Quettnh, but that the troops in Pisheen Valley will be retained there for tbe present.
