The "West' Coast Settlement Reserve 3ill was read a second time. Mr WhitaUir moved the second reading of the Railway Construction Bill. Mr Reynolds opposed the bill as one that would cause 'much 1 jobbery and corruption^, He, moved -that it should be thrown out. Mr Robinson strongly opppsed $he bill. Mr Waterhquse said he should vote for the second reatlingl ' ' Mr Wilson spoke against the bill, as did Captain Fraser'and'Mr Holmes. Mr Miller supported the principle of the bill, subject to alterations in Committee, but was doubtful if the measure would work successfully. Mr Holmes opposed the bill, , thinking Government should continue the construction of railways. The Council adjourned from 5 to 7.30 p.m.
