Thk progress of events to-day, up to 5 p.m., was pretty much a repetition of what had been enact ad during about that time yesterday. Clause 2of the .Representation Bill was eventually allowed to pass. Thi3 step, however, was of the less importance, considering the fact that the provisions of clause 3 enabled the whole principle to be reconciled. The evening sitting was resumed at 8 p.m., and from the number of amendments tabled on clause 3, it is doubtful when and in what shape the clause will pass As yet, no stonewalling tactics have been repeated. Railway Construction Bill. The Railway Construction Bill also promises to be hotly contested. In its present shape it is not at all acceptable, the general opinion being that no substantial company would be inclined to embark in railway works on all the conditions proposed. Considerable preliminary expenses would have to be entailed and arrangements made, and then their proposals are liable to be rejected at the whim and caprice of either branch of the Legislature. In all probability the bill, which is really wanted, will be remitted to a select committee, by whom efforts will be made to "lick" it into shape.
