Several amendments were made m committee. The elective principle was carried by 19 to 9.

The Council spent to-day in committee on the Licensing Bill. The only important alteration made was striking out the words " to the knowledge of such person in clause 189, which was carried by 14 to 13, the effect being to render the publicans liable for adulteration, whether they know of it or not. All but the postponed clauses were passed.
