Nows ia to hand that the Royal Commission, Pretoria, appointed to undertake the settlement of affairs in the Transvaal w hich has been sitting since May, ha^ concluded its labours. A draft convention has been arranged with the Boer leaders, providing for the retrocession of the whole of the Transvaal to the Boers, subject to the suzerain rights of Great Britain. The convention, moreover, provides for the recognition of the claims on the part of British subjects in the Transvaal for compensation for losses duringthe late war* to the extent of £500,000". News to hand turther states that a Volksraad will be forthwith elected, and will meet without delay for the purpose of gratifying the convention.
