It lias transpired that the French Government has communicated with Ahman Izzet Pasha, Governor-General of Tripoli, complaining of tho intrigues that are being carried on in that province to the detriment of French interests in tho north of Africa, and protesting against the hostile military preparations which it is alleged are being made at the present time.
