The Hawke's Bay and Marlborough Rivers Act Amendment Bill (Mr Fulton) was read a second time. Mr Tole moved the second reading of the Surveyors Institute Bill, explaining its object at length. Mr Rolleston thought the bill would fail in effecting its ostensible objects. The Government must retain in its hands the power to say whether surveyors are competent or not, as the whole cost under the Land Transfer Act fell on the Government. He admitted that the Government should appoint a Board of Examiners above all suspicion of favoritism instead of leaving matters to the Chief Surveyor.
