Russian Affairs. St. Petersburg, June 25.
It is currently reported in political circles here, that Ignatieff, Minister of the Interior, will shortly propose that a considerable decrease should be made in the military forces. The reductions proposed will, it is stated, save several millions of roubles in army expenditure.
