LOCAL GOVERNMENT.
TO THE EDITOR. Sir, — I have been looking for a reply to Mr MoMinn's letter iv your issue of the 19th, in reference to local government. I wish to take exception to what is the main point in his letter— the questioning the practicability of carrying out one of the provisions suggested by the Manawatu circular. The principle sought to be established under it can scarcely be , objected, to by any local body ; it ' provides, " That in selling lands a portion of the proceeds shall be handed to the local bodies for road making. " Hitherto the Govei nment have taken the whole pioeeeds and left the road making to the Boards. Apparently that portion of the resolution stating " if for financial reasons, etc., the Government might add the cost for road making to the upset price of the land," has disturbed your correspondent. This need be no bugbear, as the question of demand will probably regulate the upset price from time to time whether there has been so much tacked on for roads or not. The principle adduced in that part of the resolutions was no doubt the point of attraction when under consideration by the Confeience, and if it can be given effect to, it will be a boon to Road Boards having waste lands in their districts, and must influence purchasets, when they are assured that a certain portion of their purchase money, must be expended in road making, most probably by or through the section so selected. — Yours, &c, Wamba.
