The New Czar's Policy. St. Petersburg, March 17.
From a semi-official source ifc has been ascertained that it is generally understood in Russian Court circles that Czar Alexander 111. will follow the late Emperor's policy of reform, and his efforts in the direction of maintaining the peace of Russia.
