The Assassin Declines to State his Motive. St. Petersburg, March 14.

The assassination of the Eraperor has led to no disturbance in this city ; all is perfectly quiet. The Czarewitch has been received with shouts of acclamation by the people, and expressions of condolence and sympathy with the Imperial Family have been received from all the crowned heads of Europe. The Czar Alexander the Third has issued a manifesto on his accession to the throne of Russia. His Majesty strongly denounces the murderous attack made on the dynasty. The manifesto gives no outline of the future Imperial policy. The assassin of the late Emperor is named Rousakoff. He is known to have been a student of the Russian mining school. He remains quite silent in gaol, and refuses any information as to the motive which prompted his crime.
