A weak ago Mr Gladstone foresaw the present situation at Dnlcigno and proposed a naval demonstration at Constantinople, forcing the Hellespont if necessary. He eveu named the ships and regiments to be employed. Germany refused to entertain the proposal, which was also coldly received by the Queen. There are rumors of tension in the relations between the Court and the Cabinet. Replying to the Sultan, the Emperor of Germany regrets that the necessity for carrying out the Berlin Treaty precludes Germany from acting apart from the other towers. It is reported that Austria proposes a conference to settle definitely all outstanding questions in the East. The Forte's insolence has cemented the discordant elements amongst the Powers more than all the diplomacy which has taken place. Gambetta's organ advocates a frcah concert of the Powers.
