Constantinople, September 3. The announcement made at the begining of the week that the Albanians had agreed to cession the Dulsigno to Montenegro, is now proved to have beeh premature. The Albanians are still hostile, and frequent collisions occur with the Turks. The cession, therefore, is still further delayed.
