Turkish affairs. London, August 13.
The proposal which has been made to the various Powers that the Sultan of Turkey should be guranteed the remainder of his territory provided he consents to the conditions of the Berlin Conference has, it is now announced, emanated from Germany and Austria, and it is believed to be the outcome of the recent interview between the Emperor William of Germany, and Francis Joseph of Austria.
