London, July 17. The House of Commons has adopted an amendment on the bill introduced by Mr Gladstone for granting compensation to Irish tenants, which will have the effect of not relieving landlords from making compensation if they refuse the terms asked by the tenants, without the landlords offer some reasonable alternative. Turkey has released all prisoners, on condition that the y join the army at Epirus and Thesesally. Gladstone declined to state in the House of Commons the nature of coercive measures demanded by the powers towards Turkey, their ultimatum having been given to the Porfce. The Montenegrin army is advancing to take forcible possession of Albanian territory, ceded uv.der the Berlin Treaty, but now hejd by the Albanian army. Trade in England is reviving. The capital for IT. Lesseps, Panama Canal Scheme is all subscribed. Lesseps estimates that the scheme will be completed in six years. A seizure of arms has been made in "West Ireland, where great discontent prevails. The tribes around Cabul have harrassed the British. Some minor encounters have taken place with the convoys.
