HAMILTON BOROUGH COUNCIL
An adjourned meeting of th n Council, for the piu*])ose of receiving tender^, was held at the Council Chambers List night. Present : His Worship the Mi'yor, Crs .Tones, White, Mullions, Trice, Peat, and Vialou. Before proceeding with the ordiniry bu&incss of the Council, it was agreed to substitute the name of Cr. White as a member of the Works < 'ommittee for tlmt of Cr. Peat, who resigned in order that Hamilton East might have a better representation in the Board. Tenders were then opened for the engineering services retailed by the Council. Cr. Vialou said, in order to save the time of ahe Council, he would move : "That, taking into con.sidei ation the state of the iinanoes of the Boiough, and having no large Avorks immediately wante i, it is not desirable to eng'ge the services of an engineer permanently, but that for any small woiks th.it may be found necessary to have the services of an engineer a local man should be ongaged." He said they had in the di3tricfc men avlio weiv quite capable of undertaking all the work requited by the Council. He, therefore, did not think, in the present state of the Borough finances, that they ought to engage an engineer permanently. Cr Peat had great pleasure in seconding the motion. Cr. Jones said his reason for moving that tenders for engineering 1 woik be called for was that scvei.il largo jobs were about to be t iken in hand. Cr. ITe moved as an amendment — "Th.it Mr GwynnethV services be spinirccl under the conditions of his tender (5 per cent.), piovided that he be employed for works actually jequired and in progress, and not on the general expenditure." This was seconded by Cr. Mullions. Some discussion ensued as to whether this could bo considered as an amendment. The Mayor ruled that it was. Cr. Vialou should fb>t pa«s his resolution, after which it would be competent for anyone to move that an engineer be appointed to cany out any special work. Several Councillors were of opinion that the Council could not dictate terras to M; G-wynneth, whose tender was for the whole of the work of the Borough. The Mayor said the Council could arrange terms with Mr Gwynueth before his services were accepted. Cr. Vialou having replied, A vote was taken as follows : — For the amendment — The Mayor, Crs. Price, and Mullions ; against — Cm. Vialou, Peat, Jones, White, McG-arrigle, and Davi«. The motion was then put and carried. Tenders were then opened for earthwork at Vialou's footpath and bridge approach, and that of Messrs Livingstone and Booth was accepted as follows : — For removing earth from near Commercial Hotel to behind the Council Chambers, Bjd per cubic yard; to footpath near Vialou's, B |d per yard: to bridge approach, Is 2d per yard ; from Richmondstreet to bridge, 8d per yard. Cr. Vialou then moved — "That the embankment leading to the bridge on the west fide of the river be widened, and that the bank opposite the property of Mr J. B. Whyte be cut down to the permanent levels, and the earth used for widoning the same embankment and filling in the footpath near Mr Vialou's property ; also, that the levels be taken of Richmond - street, and any further earth that may be taken from such portion that may requite cutting in that street." This was seconded by Cr. Peat. Cr, Price moved, as an amendment ;
"That the bank at the Commercial Hotel be used for the footpa h and for filling up the ditches in Victoria-street, the remainder to be deposited at the bade of the Council Chambers ; the whole of the earth lvqmrcd for the bridge approaches to be taken from Richmond-street." He paid he moved the amendment because the cost ot removing the earth was much less from llichniond-.stroot than from the hill iio<ir the (.'ommemal Hotel. Or. Mulhoiib seconded. Cr. Vialou, in replying, &aid they would have to be careful how tiioy expended their fumK It would be apparent to them all that it would be cheaper to take the earth from near the Commercial Hotel, as the Litter w.is intended to be moved in any case. The quality of the soil was also much better than from Richmond-street. For the amendment, three voted —the Mayor, Councilors Mulliona, White, and Davis. Against : — Crs Vialou, Peat, McGamgle, and Jones. The amendment was therefore carried. On the motion of Cr Davis it was resolved — "That Mr Gwynneth be employed to take the levels of Richmond ami Anglesea streets. "
