WAIKATO COUNTY COUNCIL. Special Meeting.
A spmtvl ?.nii:Ti\a of the Council was held ;it the County Chambers yesterday. Picaent : Cnpt.un Steele (chairman), and Crs. dimming, Primrose, and Marty n. The Clerk having read the advertisement calling the meeting, the annual statement of accounts as audited by the Uovermnent Auditor was read and, on the motion of Cr. Camming sscouded by Cv. Martyn, the statement was confirmed.
Ordinary Meeting. The ordinary monthly meeting was held immediately after the above, the same members being present. The minutes of the previous meeting were read and confirmed, and the outward correspondence was road and approved. A letter was read from Mr J. B. Why te, M.H.R, suggesting that as he had obtained a grant of £250 for public works in the outdistrict of Rangiriri, that the Council should apply it to the purposes named in his memorandum to the Department. A letter was received from the Chief Postmaster, forwarding list of mail services in the Auckland distiict, and asking for suggestions before the next year's list was advertised. Applications for permission to slaughter cattle were read from Thomas Hoy and McCann and Norgrove, Cambridge, Mr J. B. Whyte and Mr Henry, Hamilton, and m each case the necessary permission was granted. The Town Clerk wrote asking if it was ths opinion of the Council that a conference should be held with a view to the establishing of a central hospital for the YVaikato. The letter was received. A printed circular was received from the Thames Borough Council suggesting certain alterations to the proposed Hospital and Charitable Institutions Bill, and submitted for the consideration of the County Council. drain between o 'Neil's bridge and his property, and asking whether the Council intended to take any steps to repair it, as was now in a very bad state. It was agreed to write to Mr Seddon informing him that the drain is either in the Kirikiriroa district or in the Borough of Hamilton, and therefore out of the Council's jurisdiction. The Engineer to the Cambridge Road Board forwarded plans of roads on the properties of Messrs Maclean and Co. and Fergusson, which the Road Board had closed subject to the approval of the Council. The action of the Road Board was confirmed. The resolution of the Council" to strike a x-ate ot Is in the £ on the rateable value of all land in the Rangiriri outdistrict for the ensuing year was confirmed. The Clerk reported that he had brought the matter of the stoppage of the subsidies to local bodies before the Kirikiriroa and Tcimahere Road Boards, and they had both passed resolutions to the effect that they did not agree with the proposed arrangement. The money had always been very economically spent. It was resolved, on the motion of Cr. Primrose, that a letter be written to the member for the district and the Government, drawing their attention to the matter. Mr James Dilworth wrote bringing under the notice of the Council the fact that, by the recent stoppage of roads in the Kirikiroa district, access to his land on the Mangawhara Creek was cut off. A memorial on the same matter, also from Mr Dilworth, was read, praying that the Council would take such action as would secure to him the necessary access to the land. Mr F. A. Whitaker, who was in attendance on behalf of certain parties interested, said that on a previous occasion the objections of Mr Dilworth to the closingof the roads could not be heard as he was not a ratepayer. He now appealed as a county latepayer to oppose the confirmation by the Council. He thought that the request of Mr Dilworth to have access to hih land very reasonable. He believed, however, that an arrangement had been come to between the Swamp Company and Mi 1 Dilworth by which a road would be provided to give access to the land in lieu of those closed. Mr Dilworth, who was present, said he would be satisfied if the Company would ajnep to lay off a road from Taupiri, connecting his property with that place. He was in no particular hurry, but he wished to have an assurance that the work would be done in the course of a year cr two. The Chairman said the Company was quite willing to go to the expense of prospecting and laying off a road provided that Mr Dilworth would, after all the money they could get from the Government and local bodies had been spent, contribute half of the balance required to form the road. The oiiginal road would have been simply us-ele^s, one of the biidtres which would have been required would have co-it as much as one over the AYdikato River. Mr Dilworth said he would not bind himself to contribute any definite amount, but he trusted that when the road was requited he would bo found willing to contribute his fair hhare of the cost. After some further discussion, Cr. PiimiO'-e said it appeared to him thnt Mr Dilworth had nothing 1 to complain of. Several roads had been closed, but three were left open which gave access to this vrry land. The road comp'aincd of by MrDihvoith as being closed wai merely a fiontage road, and would have cost an immense amount of money to inako and keop in order, and would merely have i>iveri nccos to property which was not in the district. Some further discussion ensued, and it was at lougtu resolved, on the motion of Cr. Pr'rnrot-e, that the action of the Kirikiriroa Rikvl Boaul in cloaing the roads be .sustained.
