February 12. The Pall Mall Gazette deplores the unfavorable prospect before English farmers. London, February 12. Persia proposed that a Commission be appomted to define the north-eastern boundary of her territory. In the meantime bhe .states it is her intention t» occupy the fffjhanistan province of >eistan, and eventually Herat. It ia generally believed that England has a&aented to this arrangement.
