LORD DERBY ON THE POLITICAL SITUATION. London, February 3.
In addressing, a political meeting at Manchester, the Earl of Derby referred to the suggested alterations In the constitution of the House of Lords, and deprecated the substituting any elective for the hereditary system, as calculated to produce a dead-lock.
