A quarrel occurred at Kaliz (?) Ka- j litsch, iv Poland, between Russian and German officers at a regimental dinner. The Russians drew their swords, but th© Russian commander arerted bloodshed, and escorted the Germans to the frontier with a troop of Hussars. The Kalisch fracas has oaused diplomatic notes between Germany and Russia. The Globe is of opinion that, owing to the increases in the French and Russian f oroes, Germany has resolved on a similar course.
