The work of the session is over, though the actual prorogation has not yet taken place. The Government have very wisely given way in the matter of tho proposed taking over of the district railways, the Minister for Public Works proposing to substitute the following 1 for clause 30 of the Public Works "Bill :— '• It shall be lawful for *he Governor in Council from time to time, on being satisfied that the expenditure on any of district railways specified in the schedule hereto, by the company constituted for the purpose of constructing the same, has been economically expended, to guarantee, upon such terms, conditions, and sibject to receiving such security as the Governor in Council may approve, the debentures or mortgages to be given by any such company for a sum in the aggregate not exceeding £60,000 of the expenditure of the company, upon the -construction and laying of any railway line, constructed by the Government, and the erection and building of any buildings arid erections, and the purchase of rolling-stock in connec-i tion therewith . being the property of the company." This, however, was not sufficient for the Opposition, and the matter was finally compromised by accepting an amendment by Sir George Grey that tho sum given shall not exceed .£30,000. The Civil Service Bill, creating another portfolio, has also been allowed to drop. [By late telegram received last night, it will be seen that Parliament was prorogued by Commission yesterday afternoon.]
