THE REFORM BILL.
•Melbourne, December 5. ■A lengthy discussion took place m ihe. Assembly on .the third reading of tho Reform Bill. Mr Morris moved as an amendment extending the franchaise to the council. The amendment was lost by a majority of four. Tbe House divided on the third reading at 3 o'clock this morning ; 43 were m favour and 38 against. The bill was therefore lost m consequence of there not being an absolute majority of the House. In consequence of a vacancy m tho Legislative Assembly caused by a bankruptcy, the Government consider the statutory majority obtainable. The question will be decided on Tuesday next.
