THE BRITISH ANNEX AFGHANISTAN.
[SPECIAL TO MELBOURNE " AQE^'] LONDON, Gccober 30. News from Afghanistan states that General Roberts, instructed by the Viceroy of India, has issued a proclamation, announcing that Afighanistan will be permanently placed nnder the administration of the British, who will continue to occupy the principal cities m strength. General Roberts is to ace 'temporarily as Military and Civil Oonimi^sioner m Afghanistan, supported at Oabul by a large body of troops. Several Indian regiments will reinforce the Cahul, Candahar, and Jellalabad garrisons. The announcement has created a profound impression on the continent of Europe. India generally approves of this step.
