The following letter was received from tho Colonial ecretary, in reply to a memorial which had been forwarded by this Council:--Colonial Secretary's Office, Wellington, ept. 30th, 1878. Sir, — I hare the honor, by direction of the Colonitd Secretary, to acknowledge tho receipt of a petition from the Council of the County of Waipa, praying that, with a view to lessening the risk of infection among flocks in the Auckland district, sheep dips may be erected at tho landing places at Kohimarama and Qnehunga, in lieu of the one at present used at Remucra. In reply, I am to inform you that under the "Sheep Act, 1878," all the subdivisions of tho ' uckland Sheep District are infected ; that no sheep from runs or farms on which there may be infected sheep can bo moved without tho special order of an Inspector; that Inspectors cannot grant orders to remove sheep from " infected" ruiia cr farms, uuleaa they are certain such sheep hsive not, for three months previously been mixed with any infected sheop, nor depastured on any run, nor placed in any yard or enclosure in which there were infected sheep, and that Inspectors at ports having full powors to cause any sheep arriving at ports to be conveyed to the Government dip in clo ed conveyances when suspicion of disease is entertained, the Government decided that one dip should serve for the ports of Onehunga and Auckland. The Act moreover obliges all owners of infected flocks to havo aJJJdip m readinses within one month after their flocks shall have been found to be infected, and it is hoped owners will see the advantage of dipping their flocks at least once a year, in order to get rid of lice and ticks and improve the quality and increase tho quantity of their clips. I enclose a copy of the Sheep Act book from which you will see that the regulations on page 75 provido for the branding with a distinguishing mark of sheep arriving at the ports. A copy of this book has been sent to every owner of sheep in the colony. In conclusion, lam to state that, while thanking the Council for their suggestion, tho Government are unable for the reasons above enunciated to grant the prayer of the petition. I have, the honor to be, Sir, Your most Obedient Servant, G. S. Coopeb. The Chairman, Waipa County Council. BESIGNATION OF MEMBERS. Mr W. Sioane having sent in his resignation aw member of this Council, the Clerk was instructed to report the vacancy to the Returning Officer for Kangiaohia Biding. NABHOWS BRIDGE. Cr. Steele having given notice of motion at last ordinary meeting, " That he would propose this Council makes a special grant towards the liquidation of debt on the Narrows Bridge and approaches," but a letter having been received from the Waikato Council stating that they had voted a sum of £40 for that object, and recommending that this Council should voto a like sura. He (Cr Steele,) said if that suggestion were acted upon, he would withdraw his motion. It was then proposed by Cr. Buttle, " That an application having been received from the Waikato County Council for a Hum of £40 towards remaining debt oh the Narrows Bridge, that sum he granted, and that the Waikato County Council be : requested to take tho management of the ' said bridge." The motion was seconded by Or. Steelo, and agreed to. i THE WAYS THAT ARE DAHK. Cr. Corboy called attention to a letter , which had appeared in the Waikato Times charging him with having at ] tho special meeting held to consider , petition to be forwarded to the . 'Colonial Secretary, praying that the ( Counties' and other Acts of Road Boards , be amended, voted against the Chairmen , being constituted Members of County Councils, and thereby depriving his dis- ] trict of tho privclego of sending an additional representative to this Council. , Cr. Buttle thought tho Council had i nothing to do with the question, unless a 1 notice of motion on tho subject wore " given. 'J he Chairman approved of tho matter ] being mentioned, as ho wished to express i his opinion, that if tho proceedings of Council were reported, they should be '• done so in full, and all divisions given, j so that ouch member might answer for his I own action. '< In tho case referred to, the motion by 1 Cr. Genminn, that a clause should be in- i aerted in tho memorial, praying that 1 Chairmen of Read Boards should be ] < constituted ex officio members of County i Councils, was agreed to unanimously, " but a division was taken on tho question of adding another clause, providing that, in districts where the population exceeded 750, or tli9 amount of current rates, auuually collected, exceeded the sum of £200, a second representative should be nominated by the District Board, with tho following result :— For the Clause : Crs. Gerinann, Steele, Reynolds aud Buttle. Against iho Clause: Cm. Hadfield, Corb >y and Aubin. The clause had, consequently, been added. O: Buttle proposed, "That a special j reeling of Council be held on Tuesday, the 28th iust., for the putpo>o of |fl#*WPg representatives from toe various
1 road boards, to consider the advisability ' of amending boundaries of the severa Highway Districts." Two small accounts were passed amounting to £10 9s 9d. This concluded the business.
