[itEUTER's SPECIAL CABLEGRAMS'] THE LOWER CANADA DEADLOCK. LONDON, September 6. The Quebec Legislative Council having refused to pass supplies and also to hold a conference with the Assembly, the latter, after a bitter debate, adjourned to October 28. Lord Lome haa issued a proclamation applying the Act for the prevention of crimes of violence to the city of Quebec. The Governor of Quebec has declined to dismiss his Ministry, considering it unconstitutional.
