TO THE ELECTORS OF WAIPA. /INEfITLEMEN.— In offering myself Vj as a candidate to represent you in Parliament, I will briefly state a few of the measures I deem require redress, and the line of policy I would support if returned. Among* the measures requiring redress, I look upon the purchase of Native Lands by private speculates as being in the highest degree unjust to the people, who give a value to that property and security in its possession. The Homstead Act should be worked in such a spirit that the best land (and not the worst as at present) might be thrown open to the sons of Colonists and others who might wish to settle. Progressive taxation of property would oause the large proprietor to contribute his fair proportion to the relief of the public burden,, and prevent the land falling into thehandßof a few. Mandood Suffrage with a residence qualification and sufficient checks to prevent its abuse I look upon as being just in principle and politic in practice, Triennial Parliament as a necessary check on Representatives. At this crisis, when the schemes of the land ring seem about to be realised, all men of liberal opinions should sink minor considerations, and bind themselves to- ' gether to return none but men of similar ] views, in order to secure the lands of the Colony for the people ; and on that platform I offer myself as your representative.
