The following memoranda respecting the dissolution, the issuing of the writs and the assembling the new Pai'liament have passed between the Governor and tbe Premier, and )vere laid ou the table of the House ori Friday. The Governor's memo for tho Premier : " The Governor has received from the Speaker of the Legislative Council and from the Speaker of the Hou«e of Representatives addresses which have been adopted by each House of the Legislature, in. effect urging- the Governor to insist upon the faithful fulfilment of the stipulation which he attached to the promise of a dissolution — namely, that a new Parliament shall be called together at the earliest
moment at which the writs can be made returnable. In view of these cii'cu instances, and of the tact that Ministers have been condemned in bolh Houses of Parliament, having regard also to the critical state of the iii'tive affairs, the Governor considers that it is his bounden duty to take every possible precaution that he, shall be in a position to recur to the advice of u new Parliament at (he earliest date allowed by law The Governor desires, therefore, to inform the Premier that, before proroguing* Parliament with a view to a 'dissolution, he must receive from the Premier a written assurance^ which shall appear to the Governor satisfactory, aa to the date upon which the Premier will advise the issue of new writs, and the date upon i which he will advise that they be made returnable. — (Signed) Hekcules Robinson." Memo, for his Excellency : " Sir Geo. Grey presents respectful compliments 'to his Excellency the Governor. In obedience to the terms of the directions in the Governor's loiemo. of 7th August, Sir Geo. Grey gives written assurance that he will advise that writs summoning a new Parliament be issued within two clays after the dissolution, and that they shall be made returnable within 30 days after issue, aad Sir Geo. Grey trusts this assurance will be satisfactory to the Governor. —(Signed) G. Grey." Memo, for the Premier : " The Governor thanks the Premier for the memo, of this date, and in reply has much pleasure in informing him that the assurance which it contains is quite satisfactory. If the Premier sees no objection, the Governor would be glad if he would communicate with the Legislative Council and the House of Representatives the Governor's memo, of yesterday, -with the subsequent memo, on the subject, as showing to both Houses the action taken by the Governor upon the Address. — (Signed) Hercules Robinson."
