PROPOSALS OF THE ENGLISH GOVERNMENT.
A FENIAN RELEASED. LONDON, February 14. Sir S. Northoote stated in Parliament that England's relations with foreign Powers were gratifying and satisfactory. Government would ask a vete for the vigorous prosecution of the Zulu war. The requirements of the Berlin Treaty were being fulfilled. The pacification of Crete and Greece waa progressing. The purchase of the Turkish land in Cyprus had been arranged. The Government promised new bankruptcy legislation. O'Kelly, the Fenian, has been released.
