THE PLAGUE IN RUSSIA.) ! LONDON, February 0. Lord Augustus Loftua has been appointed' Governor of New South Wales. The President of the French Republic has sent a message to the Chamber, which expressed his devotion to Parliamentary affairs. fn consequence of the plague,* three weeks' quarantine is ordered at Malta against arrivals from Southern Russia. Increasing vigour is shewn m the precautions taken against the plague on the frontier by Germany, Austria, theTurkishPrincipalies, and Italian ports. LONDON, February 8. The Marquis ot Hartington at Liverpool explained the programme I ot the Liberal Party to be an extension of franchise m the counties, reorganisation of seats, reform on the question of local government, religious equality, and large reduction of taxes. The Board of Trade returns show that the imports for the past month amount to £26,500,000, showing a decrease of £5,250,000. The exports for the month are £14,250,000, showing a decrease of £1,732,000. The dock laborers and sailors of Liverpool have struck. February 9. A column of British troops occupied Girishk on tho road from Kan. dahar to Merat. It is considered unlikely that any further military oporations will take place m the direction of Kalatzibja.
