LONDON, December IG. The House of Commons voted an address of sympathy to the Queen on the death of the Princess .Alice. The Governor of the Cape has now sent an ultimatum • to Qtteway, the South African chief. It is reported that the; deficit m the West of England Bamk is £350,000; the total loss is £1,250,000. The Under Secretary for India said, it wa3 not intended to throw the whole charge of the Afghan war on the Indian revenue. The Colonial Secretary, replying to a question, m the House of Comraoi:H, said, relations with the South African Chief, Otteway, wero critical, but, he hoped that an amicable settlement would yet be effected. CONSTANTINOPLE, Dec. 14. The Russians are preparing to evacuate Ad rianople.
