Earl Beaconsfield, speaking at the Lord Mayor's Banquet, regarded the invasion of India as impossible. As to the Berlin Treaty, he said the Ministry believed that alt the signatory Powers intended to euforce the treaty when the time had elapsed for its being- fulfilled. .At any rate, England was resolved to maintain the treaty by all the force at its command. The Australian Commissioners at Parts have been banquetted. They presented Mr Owen with a silver epergne of the value of j£2so. LONDON, November 10. London papers approve warmly of Earl Beaconstiekl's speech, VIENNA, November 11. The Emperor of Austria has granted an amnesty to the insurgents m Bosnia and Herzegovina.
