THE RATE OF DISCOUNT.
LONDON, October 15. The Bank of England has raised the rate of discount to G per cent. BERLIN, October 15. Negotiations are proceeding slowly between Germany and the Vatican, Cardinal Deinurd will probably be charged with tbe confidential mission.
