Dubinq the sitting of Congress at Stockholm, Sir George Arney, formerly Chief Justice of New Zealand, delivered an address on the system for many years adopted by that colony, viz., the remission of a portion of even short sentences, and the principle of pecuniary restoration by offender. These views were endorsed by Mr Wm. Culloch. The intelligence contained m our London telegrams to-day — that, at a panic resulting from the alarm of fire m a theatre at Liverpool, thirty-seven persons were killed and many others injured — points to the necessity for legislative interference m these matters. Every public hall and theatre, m which crowds of people are expected to collect, should be provided with ample means of egress, with doors opening outwards, and so surrounded as not to be easily blocked from within. The idea only occurred to us m Hamilton the Jother night— when, m a crowded concert room upstairs, with a single narrow door as means of egress, a large audience was collected — how great would bo the struggle and how fparfnl the consequences if an alarm of firo wore raised and a panic rfioi^rt seize the audience. <
