The Rating Act Amendment Act Bill introduced into the Legislative Council by the Hon. Colonel Whitmore, is intended to remedy certain defects m the Act of 1876. It does not, however, touch the greatest of all defects, that is, the principle on which valuation is made, as tending unfairly to tax improvements, and thus bear unduly on those who are by an expenditure of capital and labour adding to the wealth and general prosperity of the colony, but it seeks to remedy minor defects m detail m the mode of valuation, which hare been complained of m all parts of the colony. The valuation will henceforth bo made not by local Road Boards but by the counties, and when the county valuations shall have been made, every local body affected by such valuation will have to take a copy of such part as refers to its particular district, and use this as the valuation list for such district. An Assessment Court will sit for the correction of thecounty valuation list, and all alterations must be copied by the olork of the local bodies into their several local lfstar Olauao 13 provides for the annual revision of the district roll, which will, itself, be re-made every third year. The measure is not intended to affect boroughs incorparated under the Municipal Corporations Act, 1876.
