The British Government leaves to the members of the Council of India and Secretary of State, to initiate and carry out a line of poilcy towards the Ameer of Afghanistan. The prevailing opinion favours English occupation of the Kyber Pass and Kandahar. ST. PETERSBURG, Sept. 25. It is officially denied here that Russa is acting m complicity with ♦he Ameer of Afghanistan.
