To-day he gave notice of motion affirming that no system of public works will be satisfactory or colonial that proposes to exclude large tax paying districts, and the public demands that large districts which do not present physical difficulties should be exempted from contributions to revenue for public works, from which they received no benefit, or should be assisted from colonial revenue m the construction of their roads, bridges, or wharves. The rumour that the Hon. Jno. Martin will prosecute the ' Timaru Herald ' for libel, is renewed. It is said his fellow Legislative Councillors are urging him strongly to do so. In committee on the education estimates, it was strongly urged that the services of country schoolmasters might be utilised as registrars, legislation officers, and m other similar capacities, aud the remuneration given for such services would form a welcome addition to their generally small salaries. Ministers promised to consider the proposal. Taiaroa has given notice of a bill to amend the Maori .Representation bill, by increasing the number of Maori members. In the debate on the motion of Dr Hodgkinson, m reference to distribution of representation, Sir R. Douglas pointed out that, as Southern members had aided the Government m swamping the European Electors of the North Island with Maori votes, the Northern districts m any re-distribution would be entitled to largely increased representation, as the Natives would count m population and us electors.
